Holy Angels Catholic School Student Handbook
STEPS IN THE JOURNEY
(Archdiocesan Policy Statement)
Statement of Philosophy
The Philosophy of Catholic School Education, based upon the National Catechetical Directory and the pastoral To Teach As Jesus Did, stresses the responsibility of the Catholic School in the total teaching mission of the church. Christian formation is a lifetime responsibility which requires various experiences of formal and informational religious education for every member of the Catholic Community.
Although education is primarily the responsibility of the family, we as faculty share this responsibility; we build upon the development and training the children receive at home. Holy Angels Catholic School endeavors to educate its students in their total growth: spiritual, moral, emotional, intellectual, social, and physical. We believe religion is an integrating force, and therefore, religion is incorporated into all aspects of the child’s development. Holy Angels Catholic School provides a Catholic-centered Christian education that is sensitive to religion, ethnic heritage, students, family structure, and school processes. All students will participate fully in the religious activities and celebrations of Holy Angels Catholic School.
The Nature of the School
Religious Nature of the School
The religious nature of the school has four components: word, worship, community, and service. The proclamation of the Good News of Jesus Christ is the central purpose of Holy Angels Catholic School. The Gospel message permeates our entire academic curriculum and is evident in all relationships within our school community. Worship as a community strengthens our relationship to God and to each other. Through daily prayer, weekly class Masses, and prayer services, the entire school community celebrates its unity in Jesus Christ.
Academic Nature of the School
Holy Angels Catholic School provides an organized, sequential academic curriculum in a strong physical and psychological environment for the education and development of the total child. We provide the structure through which the child can develop his/her potential to the fullest and achieve a solid structure of basic skills.
The Nature of the Student
A. Spiritual
Children are God’s creation and a special gift of His love. We are made in His image and likeness; therefore, all students are made good and holy. The spiritual journey to God in this world is enhanced and developed by their role models, through their prayer life, and by the love of Jesus for them that is found in one another.
-
Intellectual
Intellectual development advances mainly through the use of concrete operations. Children learn through sensory modalities (visual, auditory, kinesthetic, and tactile). We provide a variety of learning experiences to facilitate individual learning styles.
-
Moral
Personal development occurs within a spiritual community. The students learn basic Christian principles through the atmosphere created in the school and their relationships with faculty and administration. We provide opportunities appropriate at each grade level for responsible decision-making.
Social
Social development has both rational and spiritual components. Social and civil awareness is an outcome of a belief in democracy, justice, and the obligations to citizenship. This awareness perpetuates growth in social consciousness, respect for others, and a desire to serve.
Physical
The human body and soul are creations of God. Physical education is learning about the nature, development, care, and use of the body. Students learn to appreciate and respect their bodies.
Emotional
Student behavior is influenced by emotions and attitudes which are difficult to measure. Students’ self-confidence, sense of belonging, and desire to reach academic and personal goals are fostered by faculty and administration. Positive reinforcement, recognition of achievement, and constructive criticism are tools for building a student’s self-esteem and encouraging appropriate behavior.
Nature of School Processes
-
Administrative Processes
Holy Angels Catholic School policy is consistent with the educational policy determined by the Division of Catholic Schools of the Archdiocese of Baltimore. The Principal, School Board, faculty, and staff cooperate in the formation and implementation of school policies and in the creation of new programs which reflect the mission of the school. The Principal is responsible for decisions to enhance the safety and efficient operation of the school.
-
Curriculum Development
The curriculum policy, developed by the Division of Catholic Schools, is implemented and enriched by the faculty utilizing recognized educational techniques and enhanced by the leadership of the Principal.
-
Teaching Processes
Classroom teaching is based upon organized, sequential experiences. Each teacher is responsible for organizing the classroom and conducting the activities. The teaching process allows freedom for a variety of methods and activities. This process is supervised and evaluated by the formal and informal observations by the Principal.
Mission Statement
Holy Angels Catholic School provides a safe and nurturing learning environment in the Catholic tradition. Our mission is to encourage our students to realize their full spiritual, intellectual, moral, social, and physical potential, and to empower them to become positive citizens within the community.

Progress Report Cards
Progress Report Cards are distributed three times a year. Parents will be notified in advance of the date and time of the formal parent conference. Formal parent conferences are required with the distribution of the first Interim Report in October, and may be required at other times throughout the year.
In addition to a Progress Report Card, Interim Reports will be distributed to students half-way through each tri-mester. These forms are to be discussed between parent and child, signed by both, and returned by the student to the teacher on the next school day.
-
Retention Policy
If retention appears to be a possibility, the following process will be followed:
-
The teacher will provide intervention for the student as early as possible to help remedy the situation.
-
The teacher will meet periodically with the parents.
-
The teacher will inform the Principal by the end of March of the possibility of the student’s retention.
The Principal will notify the parents that the student is in danger of being retained. The Principal, teacher, and parents will meet for a discussion. Parents may be asked at that time to sign a statement acknowledging that they have been informed of the possibility of retention.
If a student fails to successfully complete the required educational program, the Principal will recommend that the student be retained in the grade for one more year. Summer school course work may be required as a condition for promotion.
Attendance
“In accordance with Maryland law, parents are responsible for having their children attend school each day and arrive on time for instruction.” (Steps in the Journey, 3.2.12:23)
Regular school attendance is essential for good scholastic progress. The school day begins promptly at 8:20 a.m. All absences and tardiness become part of a student’s permanent record.
-
Absence
If a student is absent at any time, Maryland School Law states that a note, written by the parent or legal guardian, must be sent to the school upon the student’s return stating the reason for the absence. When a student is absent, the parent or legal guardian must call the office between 9:00-9:30 a.m.
Any student who is absent 5 days or more must obtain a doctor’s written release to return to school. In case of extended illness or hospitalization, please notify the school office.
The parents of a student who is absent with a long-term illness must contact the county or city home-teaching program. For home hospital services, the parent must enroll the student in the local public school.
In case of absence, regardless of the reason, the student is responsible to make up all work missed. It is the child’s duty to consult the teacher on this matter.
Absences that exceed 20 days are considered excessive. Any student who is absent 20 days or more during the school year without cause may be retained. A competency test in Reading and Math will be administered to help determine the student’s placement.
Students may not leave the school grounds during the day without a written note from a Parent/Guardian as well as permission granted from the Principal. Students leaving school for any reason must be accompanied by a parent or guardian. The Parent/Guardian picking up students leaving early must report to the school office and sign the “Sign Out” book. Early dismissals are discouraged, except for dire emergencies.
Parents should try to make all medical and dental appointments either outside of school hours or on holidays.
-
Arrival
Doors to the school will be opened at 8:15 a.m. No child may be left outside unattended.
Cars will drop off children to school by the circle in front of the building. Follow the traffic pattern diagram. Double parking, parking in bus stops, and parking at the red curb are prohibited. Students are to enter by the Holy Angels Catholic School front entrance.
Morning Care is available from 7-8 a.m. Contact office for more details.
-
Dismissal
Parents of Pre-K and Kindergarten students enter school at 3:20 p.m. Students in Grades 1-8 will be escorted by teachers to the front sidewalk. Curb-park in the circle for pick-up.
Prompt pick-up of children is expected. Students who are not picked up at dismissal will be escorted to the After Care Program and signed up for the daily service. Parents will be billed for After Care time accordingly.
-
Leaving Early
-
Before 11:00 a.m., the student is marked a full day absent.
-
After 11:00 a.m., the student is marked a ½ day absent.
E. Arriving Late
-
Before 11:00 a.m., the student is marked late.
-
Between 11:00 a.m. and 1:00 p.m., the student is marked a ½ day absent.
-
After 1:00 p.m., the student is marked a full day absent.
Yearly perfect attendance means no days absent and no days late. This includes early dismissal and being sent home ill. Students waiting in the office for pick-up are considered dismissed.
Birthdays
Birthdays are announced daily during our Morning Announcements. If families wish to celebrate a child’s birthday during school hours, the classroom teacher must receive the request from the parent/guardian who will be responsible for the celebration. Families are responsible for providing all necessities for a birthday celebration (i.e., plates, napkins, spoons, cups, serving utensils, etc.) and must be present during the celebration.
Invitations to birthday parties outside of the school may be distributed at school ONLY if every member of the class is included in the celebration. Please ask your child’s teacher for a class list to assist you in your plans.
Books
All textbooks are the property of the school. Students are solely responsible for all books that are issued to them. Books that are lost, stolen, defaced, or destroyed must be paid for in full before a new one is issued. Textbooks are NOT to be written in at any time. All consumable workbooks are the property of the student at the end of the school year. Students must carry their books in a backpack when going to and from school. Since we do not require that you purchase textbooks, we appreciate your help in prolonging their life and good condition.
Bulletin/School Notices
A monthly newsletter and calendar will be sent home on the first of the month and posted on our school website. Students are expected to bring home all notices given to them for parents/guardians. Please remind your child not to open mail addressed to parents/guardians.
Discipline Policy
-
Discipline Code
Holy Angels Catholic School has a discipline policy that encourages students to make positive choices for their own behavior that is appropriate for a productive learning environment. We believe that:
-
You have taught your child right from wrong.
-
You expect your child to be held accountable for his/her actions.
-
All students can learn to behave appropriately.
-
Discipline is more about teaching, learning, and problem solving than punishment.
-
The best discipline is self-discipline.
-
Everyone has the responsibility for solving problems in our school.
-
Your child knows to respect the authority of the Holy Angels Catholic School faculty.
The Principal, faculty, and staff, along with the essential support of parents, will always expect appropriate behavior of the highest standards. Expectations are clearly articulated to all members of the school community, as are the consequences.
Discipline Policy (continued)
Our school discipline system consists of clear expectations, non-verbal reminders, consequences to assist the students in need of modifying behavior, rewards for students who follow expectations, and a record keeping system that encourages consistent follow up to specific needs.
Every student is an integral part of Holy Angels Catholic School faith community. Each student is expected to accept responsibility for conduct expected of a Holy Angels Catholic School student whenever and wherever he/she is representing our school.
-

-
When I walk in the halls, I will walk quietly. I do not want to disturb other people who may be working as I pass.
-
When I eat in the lunchroom, I will clean up after myself.
-
When I come to assemblies, I will walk in and find my seat quietly. I will listen attentively and quietly, participate when I am supposed to do so, and be responsive to school guests and presentations. When it is time to leave, I will leave quietly.
-
I know that loud voices can disturb others. When I am inside, I will use my inside voice. I will treat others just the way I would like to be treated, and I will try to do my best at all times.

Expulsion
-
Possession of a weapon of any kind, look-alike weapons, or firecrackers with the expressed intent to cause harm.
-
The school reserves the right to expel any student at any time when his/her conduct warrants it.
Emergency Closings/Openings
In the event of severe weather or other emergencies, WBAL TV and radio will broadcast all changes in schedules. Although located in Baltimore City, Holy Angels Catholic School will follow emergency schedules for BALTIMORE COUNTY PUBLIC SCHOOLS. Please note: We are NOT the Hereford Zone.
-
Do not call the school with questions about weather related delays
or closings. Watch WBAL TV (Ch. 11) or listen to WBAL-AM (1090).
-
Radio/TV announcements stating “No morning kindergarten” DO NOT apply
to Holy Angels Catholic School because our Pre-Kindergarten and
Kindergarten are full day programs.
-
You will hear Holy Angels Catholic School by name if Baltimore County Schools are already closed for a Professional Day, or if an emergency closing pertains only to Seton Keough and Holy Angels Catholic School.
Emergency Forms
An emergency form for every student is kept on file in the school office. This form lists your choice of relatives, neighbors, or other responsible adults to call if a parent cannot be reached in an emergency. Physician and hospital preferences are also recorded. Parents are responsible for keeping the school information up to date. Report any changes to the school office.
Field Trips
Field trips play an important role in the student’s educational program. The purpose of such trips is to broaden the intellectual, cultural, and social experiences of each student. Written consent for the field trip MUST be on file with the teacher before the child can leave school grounds. Parents and volunteers should follow the teacher’s guidelines for the trip. Appropriate dress is required.
The Principal has the right to exclude a student from a field trip for excessive absence or tardiness, failing grades, lack of responsibility, failure to adhere to the Holy Angels Catholic School Discipline Code, or unpaid school bills.
Fire Drills
Fire drills are conducted by the school on a regular basis. For safety reasons, parents are asked not to interfere during an evacuation of the building. Twice a year, in the fall and spring, the Fire Department conducts a fire drill. The procedure for evacuation is listed in each room and is to be followed quickly and in silence for everyone’s safety.
Fundraising
“Education makes a people impossible to enslave.” Drougham
Education is of great value to all of us here at Holy Angels Catholic School, as it is to you. Needless to say, we all know that this dear gift costs a dear price. To help supplement your child’s education, each family will be asked 2-3 times each year to participate in fundraising activities. Participation is NOT an option. Our education program will be enhanced because of your participation. Therefore, your participation is required and needed!
Graduation
In June, the eighth grade class is honored at a ceremony in celebration of their academic success. Individuals are recognized for academic and other special achievements. Any student who does not complete all required work in a satisfactory manner may be excluded from participation. Any student may be excluded from the ceremony if all financial obligations are not met.
Information about graduation will be provided during Trimester 1.
A $25.00 Graduation Fee is due from every student in Grade 8 on May 1st to help cover the cost of this wonderful occasion.
Gum
Gum is NEVER allowed at any time on school property. This includes practices and activities outside of school hours.
Homework
Homework is a very important part of the academic program at Holy Angels Catholic School. It is an extension of material and skills presented in class by the teacher. Homework can be written work, read and review, and/or study assignments. At the primary level, the assignments for homework are sent home by the teacher. In the intermediate and middle grades, assignments are recorded by the student in the Homework Assignment Book. Parents are strongly encouraged to read these daily.
For students in grades 2 through 8, homework is generally assigned in three to five subjects every night, Monday through Thursday. Weekend homework may also be assigned by a teacher as needed. In the unlikely event that your child says, “I don’t have any homework,” please have them spend the same amount of time reading, reviewing previous notes, and homework, and reviewing math skills.
The following is a general guideline for how long your child should spend on homework and studying every weekday night:
Grade 1, 2 -- ½ hour
Grade 3 -- 1 hour
Grade 4, 5 -- 1.5 hours
Grade 6, 7, 8 -- 1.5– 2 hours
Remember, homework is to be done “as required, when required.” Parents can assist student learning by doing the following:
-
Provide sufficient space, time, and a quiet atmosphere for study at home.
-
Spend time each day helping your child organize their time and belongings.
-
Do not do homework for your child; review it after it is completed independently by your child.
-
Written assignments should be neat and legible.
-
Books and notebooks should be free of scribbling.
-
In the event that a family emergency prevents your child from completing the assignment for presentation the next day, a written note from the parent must be given to the teacher. Otherwise, it will be recorded that the assignment was not completed.
Insurance (Optional)
Forms are given out at the beginning of each school year. The form should be read carefully before it is completed.
Lunch
Holy Angels Catholic School participates in the National School Lunch Program. A nutritious meal/milk is served every school day. Children from households that meet Federal income guidelines are eligible for free or reduced price meals. AN APPLICATION MUST BE COMPLETED AT THE BEGINNING OF EACH SCHOOL YEAR. Monthly menus are included in the monthly newsletter.
We have the big eight (peanut, tree nuts, soy, milk, eggs, fish, shellfish, and wheat) in our cafeteria and there may be cross contact. Our menu does not include ingredients. Please see the food manager and your child’s teacher if your child has food allergies or dietary restrictions.
Students are not permitted to bring, soda, glass bottles, or lunches that need to be refrigerated or heated. Please avoid delivering lunch to school during the day for your child whenever possible.
Lunch will be served on days when students are dismissed at 12:30 p.m.
Medication
The State of Maryland School Health Manual states it is mandatory for the school to have complete written instructions from the prescribing physician, including the date of order, identification of drugs by name, dose, time and circumstances of administration, length of time the medication is to be continued, reason for prescription, and possible side effects. These instructions must be submitted with the medication before the medication can be administered.
Students are not to keep any medication with them, including cough medicine, aspirin, or inhalers.
The administering of medication in school is discouraged. However, if a student’s physician recommends it, a written order from the physician is required. The school nurse will handle medical needs.
Money
Whenever money is sent to school, it must be sealed in an envelope, labeled with your child’s name and the purpose for the money. Change may not be available. Receipts will be given from the office for school money; lunch money will be sent directly to the lunch program coordinator.
Non-Discriminatory Policy
“Whereas: The Philosophy of the Catholic School in the Archdiocese of Baltimore is based on the Christian Social Principles of the Gospel Message—to love and to respect the rights of all people. The Catholic Schools in the Archdiocese of Baltimore do not discriminate on the basis of race, color, and/or national ethnic origin in the administration of their educational policies, admission policies, athletic and other school administration programs.”
“The Archdiocese of Baltimore shall not discriminate against any applicant or employee because of gender; and shall not discriminate against any student because of gender in any educational program and activity.”
Parents As Educators
Since parents have given children the gift of life, they are bound by the most serious obligation to educate their offspring and therefore must be recognized as the primary educators. This role in education is so important that only with difficulty can it be supplied where it is lacking.
Parents are the ones who must create a family atmosphere animated by love and respect for God and man, in which the well-rounded personal and social education is fostered. Hence, the family is the first school of the social virtues that every society needs.
Parents then should recognize the inestimable importance a truly Christian family has for life and the progress of God’s people.
Holy Angels Catholic School is an extension of the education that begins the day an infant is brought home from the hospital. Long before a child reaches school age, parents have instilled many positive habits. On the first day of school, that child is not beginning the education process, but rather continuing it. Parents continue to be an important part of the education process throughout their child’s schooling.
A. Attitudes of Parents
Parent’s attitude toward the school and the teacher is most important since it will be reflected in the attitude of your child.
Parents and teachers are asked to maintain a UNITED AUTHORITY. It is important to preserve the union of authority that makes the teacher in the classroom an extension of parental authority.
Parents are reminded that criticism, complaints, gossip, words spoken in anger, or perhaps in jest, are absorbed by the child and become a part of his/her education. A child’s success at Holy Angels Catholic School depends greatly on the child’s perception of the parent’s perception of Holy Angels Catholic School.
B. Teach Responsibility at Home
A child CAN be taught responsibility. Responsibility is taught over a period of days and months as the child learns that performance is expected and shirking will not be tolerated. If the child is not taught this basic characteristic at home, school tasks will also be disregarded as non-important. The child must be prepared to receive what the school has to offer.
C. Guidelines for Parents
To facilitate the cooperation needed between the home and school, the
following guidelines may be helpful:
-
If your child comes home seriously upset about a school situation, we ask you to listen openly to the child. We would caution you not to offer an opinion until you have contacted the teacher involved in the situation. The discipline in this action is one of calm and passive listening. The time taken for communication will show the interest in the child’s viewpoint, which at the same time, demonstrates the need to view the situation as completely as possible.
-
If you disagree with a teacher’s action, please express your disagreement and concern directly to that teacher.
-
Your cooperation and support are necessary for an effective discipline and guidance program. It is very possible that a statement can undermine our program, but more importantly places the child in opposition to the teacher and may result in defiance and disrespect.
-
Your interest in your child reinforces his/her interest in school. If you feel your child is not working to his/her capacity, contact the homeroom or subject teacher in order to arrive at a mutually agreed upon remediation plan. The most effective means of assisting your child’s scholastic growth can be checking homework, reviewing for tests, inquiring about projects, test results, school activities, etc.
-
Contact the Principal only if you do not get a satisfactory response from the teacher. We stress this procedure because in most cases the problem will be resolved with little difficulty.
D. Communication
Lines of communication between parent and school should always be open.
Since it is impossible to foresee all events that might occur during the school year, parents are kept informed through a monthly newsletter sent home with students and posted on the school website.
Parents are given the opportunity to meet with teachers during the first Interim conference. For additional conferences, parents can call the school office to make an appointment, and are encouraged to do so. Teachers may not be able to meet with parents between 8:00 a.m. and 3:30 p.m. because of their classroom responsibilities.
Photographs
During the year, pictures will be taken of students involved in school activities. Holy Angels Catholic School reserves the right to use these photographs. If you wish that your child’s photo be withheld, submit your request in writing to the Principal by September 15th.
Physical Education
Physical education is an integral part of the academic program. Only a written note, preferably from an authorized physician, will excuse a student from the activity of the class.
The Holy Angels Catholic School physical education uniform is:
-
Navy blue T-shirt with the school logo
-
Navy blue mesh gym shorts
-
White athletic crew socks
-
White tennis shoes
During colder weather, the uniform for physical education is:

If an appointment has not been made, admission may be denied. All visitors (including parents) must always report to the office to receive an office pass to the classroom areas. This is a safety precaution for the students. Please adhere to this policy.
Volunteers
Volunteers are appreciated and welcome at Holy Angels Catholic School. The Archdiocese of Baltimore is committed to healthy ministry, and it seeks to engage competent, qualified people. To protect children and youth, volunteers are screened for their fitness to work with minors. Completion of the Archdiocese’s Application for Volunteers is required for all volunteers. The application asks specific questions about working with children and youth. Background checks will be required for volunteers working with minors and any other volunteer roles. Information about the training sessions and the necessary forms for volunteering will be sent to all parents in the annual Parent Packet. Training is available on-line. Our website has a link to the STAND training.
